The Monroe County Health Department performs both wastewater and septic system inspections to ensure that they are functioning properly.
Monroe County has an on-site domestic wastewater treatment system ordinance. The ordinance has been in place since 1986, and the Monroe County Commission and the health department board make the rules and regulations concerning wastewater treatment systems. Systems in use at the time of the passage of this ordinance are grandfathered in and do not require a permit unless the system becomes a nuisance or needs modification. The ordinance applies to any dwelling or facility producing domestic wastewater of 3,000 gallons or less per day. The design, construction, operation, and maintenance of an on-site wastewater treatment system shall be the responsibility of the designer, owner, or installer of the system.
Septic systems require an initial inspection where a permit is given and a final evaluation, when complete. Building permit fees are $60.00, payable at the Monroe County Clerk’s Office, Courthouse, Paris, Missouri. The permit fee for a septic system is $150.00, payable at the Monroe County Health Department, 310 North Market, Paris, MO 65275.
No person shall construct, install, modify or operate any wastewater treatment system without the required permit. Any person constructing, installing, or modifying a wastewater treatment system shall obtain a permit from the Health Department after an application is completed and fees are paid. A landowner may install a wastewater treatment system, but a registered installer in the state of Missouri is recommended. Any wastewater treatment system permit is dependent on certain setback distances. Any lagoon installed requires a fence after completion, before it receives final approval.
The Monroe County Health Department will not guarantee that any permitted or approved on-site wastewater system will function in a satisfactory manner for any given period of time.
